Federated sharing of recipes between instances

Once #120 is implemented, an extension to enable federated sharing might be a nice feature. This might need addressing and extension. Also the interconnection with the federation app needs clearing.

Describe alternatives you've considered
Provide a direct method to implement REST/OCS-based access between servers plus manual verification might be doable.
