管理后台页面新增按钮丢失 #496

使用了django-treebeard做多级分类，django管理后台默认主题下，是有新增分类的按钮。

切换simple ui后，新增按钮不见了

复现场景：当没有一个分类的时候，就没有按钮，如果不使用主题创建一条分类后，切换到simple ui再看，才会有新增的按钮。
