add an abstract custom claims enrichment service

Today, we have custom claims populated into the client table during client registration. This is kind of static and not flexible enough. Sometimes, we need to go to some other services or databases to get the custom claims that could be used to enrich the JWT token. Need to get this implemented with service module.
