Pirate ships don't use the patrol AI so they won't scan ships. They will, at most, stalk targets. I guess this could be worked around with a mission that adds scanning pirates just for the sake of the mission though. |

The pirates are not known to be particularly lawful, but even they must have their limits.
Maybe you meet a mole at a pirate stronghold that asks you to smuggle out dossiers of pirate kingpins that could lead to their obliteration or apprehension. Depending on the kingpins roles, these dossiers might be illegal in just one clan world, or in all of them.
Or what about the fake transponders - the FLF and pirates still know if you are friendly, so there must be something like a combo of steganography and public key signatures to allow them to identify you as non-hostile while not giving away the game to the authorities.
So they must have some code databases that allow them to do IFF. The empire would surely like to get their hands copy of some of these, and the pirates certainly wouldn't like you to smuggle these out. OTOH hand, if you are in a pirate ship, you might use them 'legitimately' for your own IFF purposes.
