Is your feature request related to a problem? Please describe

The cloud-init scripts allow for the option of creating a user with passwordless sudo access. The VMs we've used so far (Hetzner, Azure, Scaleway) appear to have this feature in by default, so this may not actually be necessary. If it is, we need to consider any potential drawbacks.

Describe the behaviour you'd like

Create a gitpod user on the VM with SSH key-based access, no SSH access via password that has passwordless access to sudo

Describe alternatives you've considered

Leave as-is - this is an investigation piece.
