Replace enabled true|false by a nullable date

Enabled and locked flags should be dates instead of booleans in order to have more context when dealing with locked or disabled volunteers.

We currently cannot automatically anonymize entries disabled for 2 years (we can by hacking the pegass table which has last update dates, but it's not ideal).
