User Story

As an Analytical Platform Product Engineer
I want NVIDIA CUDA drivers installed in the Visual Studio Code image
So that we don't have to rely on a "soft fork" version of Ubuntu 22.04

Value / Purpose

As part of #4120 we released a "tactical" version of the 1.2.X branch using Ubuntu 22.04 https://github.com/ministryofjustice/analytical-platform-visual-studio-code/releases/tag/1.2.0-nvidia-cuda-base, however this goes against the new ways of working to introduce "variants"

Hypothesis

If we install the drivers into 24.04
Then we can switch to 24.04 and retire the 22.04 variant

Proposal

Drivers are now available at https://developer.download.nvidia.com/compute/cuda/repos/ubuntu2404/ however at the time of writing this ticket (29/05/24), there isn't a 2404 Dockerfile in NVIDIA's GitLab
