Is your feature request related to a problem? Please describe.

MinIO's permissions for mc support top api needs to be fine grained.

Describe the solution you'd like
It can be part of default diagnostics policy permission set

Describe alternatives you've considered
Currently it requires admin:ConfigUpdate permission

Additional context
Permissions for mc support commands can be revisited.
