We use it for two things: detecting BR packets and dumping LE packets to PCAP. The second one should be easy, but the first one will require some work.

write LE pcap natively without using libbtbb or libpcap

Also addresses a bug where LE packets were being truncated when written
due to not accounting for the AA in the BLE burst length.
