Support for Airgap Envrionments

From time to time I need to work in airgap environments and I would really like to bring how I develop (devcontainers) into the airgapped system. I was hoping there would be a way to overwrite or pass in my own URL that is used to fetch the devcontainer images & features. If this was possible I would be able to point that to a mirror with my own, possibly modified to work in the internet-denied environment, images & features. Is there a configuration option to make that work?

This is a major issue for the company I'm working at now as well! We currently need to apply the control-manifest.json workaround from #8808, which is less than ideal. Can this take high(er) priority, please? :)
