The default working directory of new tabs should match the previous tab #17285

Description of the new feature/enhancement

The built-in Terminal app on macOS (and on some Linux distros) automatically cd's into the working directory of the previously active tab upon creation of the tab. Windows Terminal does not do this, instead defaulting to a preset location for each terminal type, and it gets annoying manually fixing the working directory every time a new tab is created.

I think the new tab behavior of Windows Terminal should match that of the macOS built-in Terminal, if the type of the new tab (CMD vs PowerShell vs Developer Powershell vs WSL) matches that of the previously active tab.
