Split-pane with --duplicate does not duplicate the previously set title

Steps to reproduce

Start the terminal via command line with the following command:
wt new-tab --title CHANGED_TITLE --suppressApplicationTitle ; split-pane --vertical --duplicate

Expected Behavior

The terminal opens, the tab title shows "CHANGED_TITLE".
When changing the pane, the tab title does not change (because its a duplicate from the first)

Actual Behavior

When switching to the second pane, the title switches back to the default.

This is somewhere in the nexus of

• "Duplicate Tab" does not really duplicate tab: font size is not duplicated, but opened with default size #11913
• Allow passing runtime tab parameters to _CreateNewTabFromSettings #9817
• Replace duplicateTab with newTab with arg #9957
• Duplicate Tab doesn't duplicate split panes #4674

I'm guessing the most likely dupe is one of the first two. Actually most likely #9817
