[BUG] - Diagnostic window broken.

Describe the bug
When the application is deployed on service fabric locally, the application gets deployed but diagnostic window is unusable.

The pop up window says that "Diagnostic events could not be captured. Too many existing Diagnostic windows are using same ETW providers. Please close some other diagnostic windows or change provider configuration for the current window and try listening again. "

There are no other applications running. I have reset the cluster, deleted all the apps manually and rebooted the system, this problem still persists.

Also to mention, it has worked on my local system recently.

Can you please help me with this?
