How to use a file link to ask questions to the gpt?

I saw the last prompt parameter when I was learning the github-qna-webapp-react project:

Does this mean that I can provide a whole file to gpt to ask questions, but when I replace the file link of my own repository, gpt always answers that the content cannot be read, and there is only "PLACEHOLDER" in the index.md file, which confuses me, how should I do it?
