Describe the bug
May be related: microsoft/WindowsAppSDK#4390
When publish with the --no-build option using dotnet cli, the resources.pri file is not created. This causes the app not to launch. If do not use the --no-build option, it will be created.
Steps to reproduce the bug
Expected behavior
resources.pri should be created and the app should run normally.
