Right now there is now medplum cli command to bounce the API servers after a config change. If we make a server config change but now CDK change, there is no utility in the Medplum CLI tools to bounce the servers.

Proposal

Add an option to medplum aws update-server called --force-new-deployment, that will bounce the API servers regardless of the changes to the CDK config
