Multi-monitor setup: unable to open window after disconnecting monitor #975

Description
When you turn off one of the monitors, the window that was on it cannot be opened on the other monitor.

Expected behavior
When a monitor is disabled, an out-of-bounds window should move to an available monitor.

For playback

Occurs:
- X.Org
GNOME Shell version: GNOME Shell 42.9.
Distribution: Ubuntu 22.04.3 LTS.

Current commit
Installed from Extensions.gnome.org so don't know :(
