How to keep empty workspaces around so that indexes don't get messed up #971

if I have 5 workspaces open and delete the 3rd one, what used to be workspaces #4 and #5 are now #3 and #4 . This is confusing to me. How can I keep empty workspaces around?

Also, if I only have 3 workspaces open, how do i put a window on workspace #9 ? it only lets me move it to #4 (new workspace)

@serguei-at-bemaximus You should check the gnome settings for fixed number of gnome workspaces
