What's the problem?

We use in the installer the path to download CustomStartLayout.xml before the directory VM_COMMON_DIR is created (in the common.vm package):
$layoutPath = Join-Path ${Env:VM_COMMON_DIR} "CustomStartLayout.xml"

We need to do it after.

Environment

Environment independent.
