Not sure, but there might be a hidden feature to unban an IP - the web interface suggests there could be an "action":"unban". I didn't really look into it (because I now just whitelist the IP, which also unbans it). However, I'd rather like to be able to specifically unban via an API call. Is the documentation missing?

There currently is no single API endpoint to unban a banned IP. @andryyy what do you think about adding a dedicated endpoint for this task?

ah, i see (then this is likely some client-side JS-magic translating the 'unban' button with the "action":"unban" into available API calls) - thanks! initially, i wanted to know whether i missed something or whether there was some doc missing. however, i do second the idea of adding such a call... jfyi.
