Is your feature request related to a problem? Please describe.
Create an offshoot of stored proc cert signing based on Erland Sommarskog's work - https://www.sommarskog.se/grantperm.html

Additional context
Ideally it should handle in-database cert creation & up to one cross-database cert creation.
