Automate the enclave release and deployment

Context

We still manually compile and deploy the package on the remote server directly.

We do have prepared something (like package generation and GHA) but we need to combine them and actually use them:

• build the enclave release via GHA
• deploy using the built artefacts
• slack notification upon release and deployment

We'd better use ubuntu 20.04 as releasing docker image as not all of our servers are based on ubuntu 22.04
