Add support for failing the build if the score exceeds a certain threshold

Users of this tool should have the ability to instruct this Action to exit with a non-zero exit status if the computed score of a pull request exceeds a certain threshold. This clears the path to potentially disallowing very large PRs altogether (if, for example, this Action is required for merging pull requests on a particular repository).
