Name in the publish form gets always changed to a file name when selecting a file to upload #7741

Set something as a name for an upload
Select a file to upload
Name gets changed to the one that the file had.

Started to happen on 53.8.
On earlier versions name only defaults to the file name, if the field was empty.

keikari added the type: bug label
