Need to figure out the rough cost of running this service for x users, decide if it's sustainable and feasible.

Two ideas:

How does TeX Live and its siblings handle hosting? Volunteers? Donations from institutions?
Peer-to-peer cryptographic hosting a la BitTorrent or variants.
