Bug or not in OpenAiTokenizer?

Hi,
I'm writing a langchain4j HelloWorld using OpenAIStreamingChatModel (0.23.0). I have a @tool without parameters. I get a NP on line 92 in OpenAiTokenizer when 'it' tries to access the properties of the parameters (which are null...) to estimate the number of tokens. Am I doing something wrong or should I file a Issue and create a PR for it?
