What's the purpose of the short prefix +short= in comments?

The docs talks about a short prefix for vela cli for components/traits parameters:

ShortPrefix = "+short="

Does that mean there is a way to specify parameters via the command line (e.g. with vela up)?

If not what is the purpose of that prefix?
