参考官方文档《继续金丝雀发布》不生效

按照官方文档操作，应用能正常访问，并且能够实现 20% 灰度，但是没法继续金丝雀发布，执行 vela workflow resume canary-demo 提示 the workflow is not suspending。
应用状态如下：
