KubeVela sign up Summer 2021 of Open Source Promotion Plan

I propose our KubeVela project could sign up the Summer 2021 of Open Source Promotion Plan.
Here is the introduction of this event.reference
In order to submit out project, here are several things must be determined。

1. The event need create a organization firstly. What organization does KubeVela on behalf of？oam-dev or setup a new organization for KubeVela?
   2.We should submit some subjects for students.IMO these are some candidates,Implementation more rollout workload plugin, support more cloud-resource etc.
