Create conformance and e2e test

User Story

we have ut now but lack of e2e and conformance test now .. so need create such test suite

• polish the Makefile and tools to generate required stuffs
• add e2e test framework (create kind cluster and init it )
• run simple test (cluster-sample)
• add additional test cases
• prow to trigger each PR of the submission
