What this PR does / why we need it:

Special notes for your reviewer:
I've added comments in the code in a couple of places that I need your input on.
Questions:

  1. The docluster controller and domachine controller run independently of each other. A situation may arise where a DO LB is retagged but the control plane droplets are not yet retagged. This will cause downtime until the domachine reconciles at least one control plane droplet. Any way around this?
  2. Can this happen? All the control plane droplets are retagged but the LB is not yet retagged

Hi @varshavaradarajan. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
