Steps to Reproduce the Problem

1.创建自定义VPC并连接额外的外部网络：extraExternalSubnets
2.修改VPC配置，删除一个外部网络

Additional Info

删除外部网络会出发ovn-central退出，目前1.12并没有该问题，master分支有该问题
经测试发现是 c.OVNNbClient.DeleteBFD 触发的ovn-central退出
