Kubeflow 1.8 support for K8S 1.27

K8s 1.27 support will be included in Kubeflow 1.9, as well as 1.28 anc 1.29.

@rimolive : whether upgrades of kubeflow is supported as installation is not via helm any custom method is present for supporting upgrade ?

Upgrades using raw manifests would be simply running the kustomize build command in the new manifests and apply them to your existing installation, but there are aspects that needs to consider before upgrading like DB backup.
