`sign`: command to sign and verify data using FIPS 186-5 standard #1543

Following the latest guidance from NIST - https://csrc.nist.gov/pubs/fips/186-5/final

We're including this so it's easy to sign and verify datasets for data portals, where we have a lot of qsv use cases and integrations.
