Enable Gradle

This is a meta issue to track what needs to be done before we can publish a first release with Gradle enabled.

Blocking issues:

• Add missing gradle plugins in generators #8588
  • Handle different frontend build output directory for maven and gradle #8963
• Module jacoco-check-min-coverage should work with gradle #8625
• Gradle: handle dependencies exclusion #9052
• Support java build profile in gradle #8627
• Support setting build property in gradle #8628
• dockerfile module should support gradle #8629
• Gradle: ability to declare resources filtering in a generic way #9405
• test more modules with gradle in CI tests (with the help of (ci) Introduce java-build-tool in build matrix #8986)
• remove gradle-java from jhlite-hidden-resources.slugs in application*.yml of generator

• Handle different StartupCommand for maven and gradle #5091
