module not loaded upon browser refresh or companion app restart

The problem

on a 'fresh' start, it takes some time before paper-buttons-row becomes 'active'.
I can force it to become active by going into dashboard edit mode.
I'm combining paper-buttons with custom:multiple-entity-row
