小工具 Tools 的 Vue 應該要獨立出來，有載入到該頁面才去讀相關的資源檔，而不是跟主服務的 js 混在一起，主服務不需要小工具的 assets，小工具也不需要主服務的 assets，因此兩個編譯檔應該各自獨立以節省流量。
