Deprecate support for bird1 templates #842

Bird1 is going end-of-life on 2023-12-31, and as of 2023-04, the codebase is no longer tested properly.

IXP Manager needs to deprecate support for bird1. Probably we need to put in an admin notice if there are any bird1 router instances active.
