New Emoji Picker web app

@ikatyang First of all, thanks a lot for creating this list! I used it for the last few months to find specific emojis. 🚀 Inspired by your list, I created https://github-emoji-picker.vercel.app/. This web app allows you to search all the available GitHub emojis and copy the shortcodes to the clipboard (see video below). I just wanted to put it here in case it might help other people. Feel free to create PR or make suggestions if you think anything can be improved.
