Download content won't start - stuck at scheduled [theory: storage test unaware space is available on external drive?]

Expected behavior and actual behavior: Download additional content via IIAB admin install content. I expected it to download content to the attached USB drive (1.5TB available). Actually, shows up on display status as scheduled, won't go to started. Tried reboot, cancel items, etc. Always goes to scheduled not started. Have downloaded many items on prior days. Also, tried reindex KWIX library and that started and succeeded. Note, I have a second PI and it is having same problem. Connected to internet via Ethernet. Have good connection.

Steps to reproduce the problem: Have tried to reboot (many times) power on/off etc. Tried cancel downloads, tried single file add content.

IIAB version, OS version, hardware details: "Master";

Note, I am not a super user - I'm a novice at IIAB and PI.

I have had this experience when Kiwix is not enabled. Kiwix content will not download because it waits for a kiwix install. That does not seem to be your situation, so I'm not sure. The other answer could be lack of storage; actually since you are using an external drive I wonder if there is a test for storage that fails on the sdcard and doesn't realize there is a usb drive.
