Can't install map regions "first record does not look like a TLS handshake"

The first message I received was that I could not add any map regions because maps was not installed or enabled. I did enable the maps and install configured options. After a reboot that allowed me to select the map region I wanted but when I attempted to do the download of the map region (even the base files) I keep getting a failure message in utilities. I'm very new to all this so any help would be appreciated.
