i've once found this compiled version of kodi 17 to arm:

this could be used in the instalable of kodi,since detected arm,well i dont realy has seen if it happend in the code but could

Looking at the install of Kodi for arm devices it looks like we are not using the correct repository for Stretch. I'll try and get this fixed.
