Currently, if a video can't be downloaded, it's marked as undownloadable, and will never be scheduled for download again.
This is problematic in the context of transient/config-related errors, e.g. supplying the wrong credentials for S3 uploads.

We should add some form of eventual retry, and better observability around videos that couldn't be downloaded.
