Status doesn’t change

When I start the CIA and want to change the status, it shows that the status is deactivated, which is not true. Alternatively, the opposite has also happened to me, that the status was deactivated despite being displayed.
I haven't yet figured out how exactly to activate/deactivate the status, but it's a real ordeal every time.
