Good question @azim-b! Expanders should be usually used when one has too much content that may not be critical for the user immediately and give the user a nice way to "clean up" the screen space as needed. This is usually good for navigation with too many links to prevent scrolling. In your scenario, it seems like a multi-step form is a way to go as it will prevent problems with e.g. scrolling (if the user expands the last expander, for example, additional scrolling to the content is necessary), user validation (allow going to the next step only if the data is filled so that user doesn't forget if he filled it or not - can easily happen with expander).
