能否增加去除sm2私钥密码保护的功能 #1658

有些场景，比如nginx配置sm2证书时，不支持私钥密码保护。gmssl目前生城sm2私钥，必须设置密码，这样证书用到nginx上时，密码保护的私钥就没办法配置使用了。能否增加一个功能，去除私钥的密码保护，方便使用?
