This ticket is a follow on to #3852

Create a ticket template for each type of work defined on previous ticket.

Create templates for common tickets

  • Creating a new component
  • Refactoring an existing component
  • Deprecating a component
  • Updating guidance on the Design System site
  • etc.

Templates for types of issues are ever evolving, so this issue is closed with the comprehension of not having a final result set in stone.
