Allow same issue/PR in multiple sections

When a PR adds a new feature (enchacement) and breaks backward compatibility (backwards-incompatible), it is only shown in the backwards-incompatible section.

That issues may show up in multiple sections of the log, so that e.g. people interested in backward incompatible changes only have to skim through that list.
