Issue no 01

Description
Despite all features (Ad-blocking, Anti-tracking and Never-Consent) being turned off, we still block trackers.

Steps to Reproduce

1. Open Ghostery Settings on Privacy protection - chrome-extension://.../pages/settings/index.html
2. Turn off Ad-blocking, Anti-tracking and Never-Consent
3. Open any website, for example https://www.reuters.com/
4. Open Ghostery panel, switch to Detailed View
5. Look for example for tracker Advertising / True Anthem
6. The URL https://tru.am/scripts/custom/reuters.js is blocked

On the left is Opera to compare to, on the right is Firefox.

Expected results:
When all features (Ad-blocking, Anti-tracking and Never-Consent) are turned off, we should not block trackers.

Issue no 02

Description
When the Ghostery is paused, there is no activity

Steps to Reproduce

1. Open any website, for example https://www.reuters.com/
2. Open Ghostery panel and turn on the pause
3. Open Ghostery panel once more - no activities detected

On the left is Opera to compare to, on the right is Firefox.

Expected results:
When the Ghostery is paused, there should be visible activity
