GPG binary error with absolute path to gpg version 2.4.1

OS: Mac OS (i386 arch)
SOPS: 3.7.3
gpg (GnuPG): 2.4.1

given:

1. I export SOPS_GPG_EXEC=/usr/local/bin/gpg in ~/.bashrc
2. reload gpg-agent via gpg-connect-agent reloadagent /bye && gpgconf --reload gpg-agent
3. gpg executable is present in /usr/local/bin/gpg directory
4. gpg executable has permissions ugo+x

when i run sops -d temp.json, it is not able to find the gpg binary executable:

such file or directory; GPG binary error: exit status 2

resolved by reimporting secret key
